Obituary for Pamela Diane Willis
Pamela Diane Willis, age 57, of Sub Station Road in Irvine passed away Saturday, September 24, 2016, at the Compassionate Care Center following a long illness. She was born December 29, 1958 in Madison County and was the daughter of Mabel Ruth Abner Willis and the late William Thomas Willis. She was a member of the Crystal Holiness Church and had lived in Estill County most of her life. She retired from FEMA in 2013 where she served as the Deputy Director of Recovery for Region 3. She was nationally recognized as a housing expert where she oversaw complete housing operations during floods, hurricanes and tornadoes. During her time at FEMA, she was instrumental in providing temporary housing for thousands of individuals and families. In 2001, Pam was recognized as FEMA Employee of the Year. In 2004, Pam was recognized by the state of West Virginia for her dedication in helping house displaced families during floods that had damaged the state on several occasions. The Willis Court Mobil Home Park, located in Varney, WV was named in her honor. Pam was respected by governors and government officials because of her dedication to helping people in need. In addition to her work honors, Pam was much loved and respected by her family and friends. Lorena Webb Madison Co. 1 Brother: William Willis ; wife, Jenny Estill Co. 8 Nieces and Nephews: Michael Willis (Stacy), Bill Friend (Tara), Kim Fike (Casey), Matthew Floyd, Derrick Floyd, Carla Jones (Ken), Erica Barrett (Jason) and Noah Eads (Brittney) 13 Great Nieces ; Nephews She was preceded in death by her daughter, Martona Ragan Willis, 1 brother, Aaron Michael Willis, 1 brother-in-law, Doug Webb and3 nieces; Jennifer Friend, Emily ; Jessica Floyd. Funeral services will be conducted Wednesday, September 28, 11 AM at the Warren F. Toler Funeral Home Chapel by Bro. Jerry Rose and Bro. David Ballard. Burial will be at the Hidden Falls Cemetery. Friends may call between 6 and 9 PM Tuesday at the Warren F. Toler Funeral Home.
