Keith Franklin Owens, age 84, of the Eastern Kentucky Veterans Center in Hazard, passed away Friday, June 16, 2023, at his home following a long illness. He was born August 8, 1938, in Letcher County and was the son of the late Riley and Samantha Raleigh Owens. He was a retired conductor for CSX and was a United States Army Veteran who served during the Vietnam Conflict in the 101st Airborne Division. He was preceded in death by his wife, Ruth Lee Neace Owens and he is survived by:

Rhonda Kay (Curt) McMaine - Irvine
2 sons: William Riley (Staci) Owens - Irvine
James David (Glenna) Owens - Irvine
1 sister: Earnestine (Tiny) Creech - Partridge, Ky
11 grandchildren
In addition to his parents and his wife, he was preceded in death by 3 sisters, Geneva Tolliver, Sylvia Works, and Dana Dixon.
Funeral services will be conducted Monday, June 19, 11 AM at the Warren F. Toler Funeral Home Chapel with Bro. Ronald Lutes officiating. Burial will be at the West Irvine Cemetery. Visitation will be held on Sunday, June 18, from 6 to 9 PM.
